  7.     When the going gets tough, the tough eat cookies. According
  8. to the Miami Herald, Inmate No. 38699-079, better known as
  9. Manuel Noriega, loves Oreos and can buy them for $2.20 a
  10. package in the commissary of the South Florida correctional
  11. center where he's awaiting trial on federal drug charges.
  12. Panama's ex-strongman lives in a "dictator's suite" with such
  13. amenities as a TV, phone, private shower and exercise bike. His
  14. country filed suit against him last week for "thievery and
  15. thuggery," and is asking $6.5 billion in damages. That's an
  16. awful lot of cookies.
